Addressing Illegal Mining and Human Trafficking in South Africa: The Story of Operation Shanela’s Triumph

South African authorities have made significant progress in the fight against illegal mining, with the arrest of 68 male suspects aged between 19 and 54. This event highlights the importance of collaboration between stakeholders in achieving a successful operation.

Operation Shanela: A Collaborative Effort

Operation Shanela, executed on September 16, 2023, in Sabie, Mpumalanga province, resulted in the arrest of 68 suspects. The operation brought to light not only the issue of illegal mining but also the complex nexus of criminal activities associated with it. The success of the operation is a testament to the effectiveness of a well-coordinated, multi-agency approach in addressing such issues.

The Sting Operation

The operation was initiated after a report of kidnapping from a victim originating from Lesotho, who approached the Sabie Police Station in August 2023. A collaboration between several agencies, including the South African Police Service’s Provincial Organised Crime unit, Sabie Vispol, Local Criminal Record Centre in Lydenburg, Lydenburg K-9 unit, Department of Home Affairs, Department of Minerals and Resources, Emergency Medical Services (EMS), and private security firms Phoenix Security and Amandla Security, ensued.

The team executed a sting operation in the early hours of September 17, 2023, resulting in the arrest of the illegal miners, known as ‘ZamaZamas,’ and the discovery of two firearms with ammunition among the suspects. The eight individuals suspected of kidnapping the Lesotho national were also apprehended.

Human Trafficking and Potential Broader Networks

Preliminary investigations suggest that two of the suspects were allegedly involved in human trafficking, using victims from Lesotho for illegal mining activities in the Sabie area. As the investigation continues, more charges could be brought against these suspects, indicating the potential for uncovering a broader network of criminal activities.

Ongoing Investigations

The confiscated firearms will undergo ballistic testing to determine if they have been used in previous crimes. The suspects are expected to appear at the Sabie Magistrate’s Court on September 18, 2023. The investigation is ongoing, with stakeholders working together to ensure that justice is served.

Lieutenant General Semakaleng Daphney Manamela, the Provincial Commissioner of the South African Police Service (SAPS) in Mpumalanga, expressed gratitude for the collaborative team’s outstanding work. She emphasized the importance of the public witnessing the state and private sector’s joint efforts in addressing the challenge of illegal mining, a significant concern in South Africa.
