Balancing International Commitments with Domestic Needs: The Case of Putin’s Potential Arrest in South Africa

The tension between the Western Cape Government and the ANC-national government over the potential arrest of Russian President Vladimir Putin has highlighted the challenges of balancing international commitments with domestic needs.

The Premier of the Western Cape, Alan Winde, has stated that Putin would be arrested by Law Enforcement Advancement Plan (LEAP) officers if he were to set foot in the Western Cape of South Africa due to an International Criminal Court (ICC) arrest warrant issued against him for war crimes committed during Russia’s illegal invasion of Ukraine.

The Confusion of the ANC-national Government

The ANC-national government’s confusion over whether South Africa will abandon the ICC to avoid arresting Putin has raised questions about their commitment to the ICC and the rule of law. South Africa attempted to leave the ICC in 2016, citing bias against Africans, but the attempt was later ruled unconstitutional by the South African Constitutional Court.
