Road Infrastructure Management’s Winter Preparedness in Cape Town

As winter approaches, the City of Cape Town is taking proactive measures to mitigate potential flood risks through its annual Winter Preparedness program. This initiative is crucial, and the Road Infrastructure Management (RIM) department is responsible for managing the city’s stormwater assets throughout the year. Recently, Councillor Rob Quintas, the City of Cape Town’s Mayoral Committee Member for Urban Mobility, joined the RIM teams in Atlantis, Parklands, and Joe Slovo Park to monitor their clean-up operations.

Focus on Improving Hydraulic Functioning

The RIM department has been working diligently over the past 11 months to improve the hydraulic functioning of the stormwater system in preparation for the winter rains. The Winter Preparedness program focuses on areas prone to flooding and locations identified as hotspots for continuous illegal dumping.

Cleaning Interventions by the RIM Teams

The RIM teams have been undertaking various cleaning interventions, including catchpit and pond cleaning, stormwater pipeline cleaning, and canal cleaning.

  1. Catchpit Cleaning: This operation ensures that the stormwater system functions efficiently by preventing blockages and maintaining proper drainage.

  2. Pond Cleaning: The removal of weeds, reeds, and substantial amounts of illegally dumped waste from the city’s dry and wet ponds is essential for unrestricted inlets and outlets. These ponds are frequently used for illegal dumping and are susceptible to flooding due to system abuse.

  3. Stormwater Pipeline Cleaning: The use of a duct cleaning machine, also known as a powered winching machine, is vital for removing debris and maintaining the efficiency of the stormwater system.

  4. Canal Cleaning: RIM teams clean concrete-lined and unlined canals and channels to prevent blockages and maintain optimal water flow.

Vigilance in Monitoring Hotspot Areas

In addition to the scheduled clean-ups, RIM teams also monitor and inspect hotspot areas and trapped low-lying regions prone to flooding before, during, and after significant rain events. This constant vigilance is a testament to the department’s commitment to protecting the city’s infrastructure and ensuring residents’ safety.
