Seeking Experts for Evaluation Panel of ICASA Council Members

The Minister of Communications and Digital Technologies in South Africa, Mondli Gungubele, is inviting nominations for an evaluation panel to assess the performance of the Chairperson, councillors, and the Council of the Independent Communications Authority of South Africa (ICASA).

Importance of ICASA in South Africa

ICASA is an independent authority established by section 192 of the Constitution of the Republic of South Africa, Act No. 108 of 1996. Its role is to regulate broadcasting in the public interest, ensuring fairness and diversity of views that represent South African society.

ICASA plays a crucial role in promoting good governance and accountability.

Requirements for Evaluation Panel

To ensure that ICASA achieves its objectives, the evaluation panel requires individuals with diverse competencies, experiences, and skills. The ideal candidates should possess a high degree of integrity, honesty, transparency, ethical leadership, professional competence, and due care. They should also be knowledgeable in public sector governance and legislative requirements.

Applicants for the evaluation panel should have expertise in accounting and auditing, corporate governance, legal and corporate law. Representation from civil society or academia is also necessary. They should have a minimum of 10 years of experience in board or council performance evaluation and at least 10 years of experience in an executive or senior management role in the private and public sector, preferably in a regulatory environment. A thorough understanding of ICASA’s mandate is also necessary.

Minimum qualification requirements include a bachelor’s degree, while a post-graduate qualification will be considered advantageous. Candidates must provide a comprehensive curriculum vitae (CV) that includes their contact information, professional experience, and references to successful board or council performance evaluation. Additionally, certified proof of academic qualifications and an identity document (ID) should be submitted.

Application Process and Deadline

Interested parties should send their nominations or applications to the Director-General of the Department of Communications and Digital Technologies. Following the selection process, preferred candidates will undergo security clearance and be required to disclose their business interests.

This opportunity to join the evaluation panel provides a chance for skilled individuals to contribute their expertise to a crucial aspect of South African governance and communications regulation. The deadline for submitting applications is September 8, 2023. Nevertheless, the Minister of Communications and Digital Technologies reserves the right not to appoint applicants to the Evaluation Panel.
