The Overhaul of Kutama Sinthumule Correctional Facility by Minister Ronald Lamola

Kutama Sinthumule Correctional Facility was struck by a catastrophic fire, which resulted in the displacement of high-risk inmates to other correctional facilities. The facility, which previously accommodated 3,024 inmates, currently houses only 588 inmates with 170 more due to transfer by August 18, 2023. The South African Custodial Management is overseeing the evaluation of the damage and the restoration process to full operation.

The Impact of the Fire Incident

The fire incident at Kutama Sinthumule Correctional Facility had some adverse effects on the condition of other facilities. Since the fire incident, 2,436 inmates have been transferred to various centers across the country. This mass transfer has increased the overcrowding rates in those facilities, with Makhado Correctional Centre now overcrowded by 235.41%, Polokwane Correctional Centre by 236.11%, and Rooigrond Correctional Centre by 171.32%.

Unfortunately, the number of fatalities has increased by three, unrelated to the fire incident, with 18 individuals sustaining injuries. The government has, however, made significant progress in creating more bed space to accommodate the maximum facility inmates.

The Special Remission Process

The government created more bed space to accommodate the high-risk inmates by releasing a significant number of offenders. Between August 11 and 15, 2023, 2,533 people were released, including 18 children, 614 youths (18-25 years), 1,876 adults (26-64 years), and 18 elderly (65 & older). Additionally, seven disabled individuals were freed.

This special remission process would ensure that there are enough bed spaces to accommodate the maximum facility inmates in other centers.

The fire incident at Kutama Sinthumule Correctional Facility highlighted the urgent need for a comprehensive approach to managing correctional facilities in South Africa. The government is working tirelessly to resolve the issues caused by the fire incident, but the focus on inmates’ rehabilitation and reintegration into society remains crucial.
