The Resilient Steenbras Dam: Cape Town’s Solution to the Energy Crisis

In the midst of South Africa’s energy crisis, the Steenbras Pumped Storage Station stands as a crucial facility in Cape Town. Often referred to as the city’s “battery,” it showcases innovation and foresight, protecting the city from power cuts. Premier Alan Winde and Mayor Alderman Geordin Hill-Lewis recently visited the facility during the 23rd Energy Digicon, commending the team behind its upkeep and success.

The Role of Steenbras Pumped Storage Station

Located in Cape Town, the Steenbras Pumped Storage Station plays a pivotal role in protecting the city’s residents, businesses, and economy from the adverse effects of load shedding. The facility can shield the city from one or two stages of power cuts, depending on the lower dam levels. Mayor Hill-Lewis praised the team behind the facility’s maintenance, stating that it stands out from other power stations across the nation.

Upgrades and Refurbishments

The City of Cape Town is actively preparing for upgrades at Steenbras, including a study on expanding the lower dam’s size to increase storage capacity. A major refurbishment is scheduled for 2027. By increasing the storage space available, the city could potentially protect itself from even more stages of load shedding.

The Functionality of Steenbras Pumped Storage Station

Steenbras is not just a dam that collects and stores water; it acts as a massive battery during mass power outages. Phillip Eybers, Steenbras’ Manager for Mechanical Maintenance, explained the hydroelectric station’s functionality. During power cuts, water from the upper dam is released into the lower dam, generating up to 160 MW of power through its pumped storage hydroelectric system. When electricity usage drops overnight, the turbines pump water back to the upper dam to be reused during peak daytime hours. The station’s consistent maintenance and management have extended its lifespan beyond its original design.

The Concerning Drop in Energy Availability

Alwie Lester, Special Advisor to the Premier on Energy, noted the concerning difference in electricity availability between 2022 and 2023. In 2022, nearly 33,000 MW was dispatched into the national power system, while in 2023, at the same time of the year, only 28,000 MW was dispatched. This decrease significantly impacts investment and development decisions, as businesses and investors require energy availability.

Despite the concerning drop in energy availability, Steenbras Pumped Storage Station continues to persevere, protecting residents and the local economy from the worst of load shedding. It serves as a shining example of how strategic planning, innovation, and dedicated maintenance can help mitigate the energy crisis. The City of Cape Town and the station’s team deserve recognition for their relentless commitment to maintaining this essential site.
