The Struggle Against Construction Mafia Extortion in South Africa: A Comprehensive Prevention Plan

Construction companies and infrastructure developers in South Africa have been facing a persistent and costly problem of extortion by the construction mafia. These criminal groups have embedded themselves within the industry, exploiting security breaches and illegal land occupations to extort millions and bring projects to a halt.

Response to the Menace

To respond to the problem, government officials and stakeholders have come together to combat the construction mafia’s malicious influence. They have invested in robust security measures and developed comprehensive prevention plans. Infrastructure MEC Tertius Simmers has revealed that over R161.7 million has been spent on security measures.

High Stakes

The efforts to counteract the construction mafia have been necessary but costly, with 125 housing opportunities lost in the process. Some politicians have alleged a political connection to the construction mafia, as certain political parties have been implicated in the extortion activities. As the law takes its course, the public awaits answers and accountability.

Active Collaboration with Law Enforcement

The department is actively working with law enforcement to investigate eight cases of extortion related to construction activities across Cape Town. These cases involve allegations of unlawful material supply, site security breaches, demolitions, and acts of intimidation.

Widespread Problem

Although the focus is currently on Cape Town, the problem is widespread throughout the country. The department is working closely with all stakeholders, including the City and mayco member for safety and security, JP Smith, to implement a comprehensive prevention plan.

The proactive strategy aims to involve both internal and external stakeholders, such as project steering committees and ward councillors. By engaging these vital players, the department aims to create a united front against the construction mafia and protect the integrity of South Africa’s infrastructure development.
