The heart of the issue primarily involves outdated infrastructure that has exhausted its expected lifespan. This is further worsened by incorrect waste disposal practices. Efforts to mitigate these problems have unfortunately been hindered by the dual threats of extortion and public safety.
Uitsig marked the beginning of the sewer pipe replacement scheme in July 2023. This was a component of the city’s impressive R863.6 million city-wide investment aimed at replacing water and sewer pipes. The initial phase consisted of replacing and expanding 420 metres of sewer pipelines to manage the escalating sewage flow along Jacaranda Avenue and Pansy Crescent. This expansion was necessitated by population growth, which invariably calls for increased resources and infrastructure.
However, the project’s first phase encountered several obstacles. There were instances of sewer pipeline collapses along Jacaranda Avenue that required expensive and time-intensive repairs. The theft of electricity cables posed unsafe working conditions, adding to the tense situation. Heavier than usual winter rains, coupled with continuous threats of intimidation and extortion to the City-appointed contractor, led to the first phase ending in September 2023, a month behind schedule.
Councillor Zahid Badroodien, the City’s Mayoral Committee Member for Water and Sanitation, underscored the adverse effects of extortion on this vital infrastructure project. One of the repercussions of these blackmail threats is a sharp rise in sewer overflows in Uitsig. In the six months leading up to the project’s suspension, Uitsig witnessed 279 overflows. From October 2023 onwards, there were 460 overflows — nearly twice the previous period, despite the City teams’ relentless efforts to alleviate the issue.
The reasons for these overflows are twofold. The aged sewer infrastructure, some being approximately 60 years old, is in urgent need of replacement. Making matters worse is the misuse of the sewer system. Residents have been incorrectly disposing of rags, newspapers, plastics, and building materials, causing blockages, and adding extra stress on the already overburdened infrastructure.
As winter approaches, the situation is likely to deteriorate. The sewer network is predicted to bear additional pressure as rainwater infiltrates the system through unlawful stormwater-to-sewer connections or sewer drains. Councillor Badroodien pleads with residents to be cognizant of what goes down their drains and how they discard their waste.
The City has set up a 24-hour hotline to allow residents to report incidents of intimidation and extortion anonymously. This effort is part of a reward scheme aimed at incentivizing residents to help fight against extortion, thereby contributing to their community’s improvement. The hotline, along with an email address, signifies a definite move towards advancing public safety and ensuring successful infrastructure projects. Notwithstanding the daunting challenges, the collective efforts of the City and its residents are prepared to surmount them, paving the way towards a cleaner, safer, and more efficient Uitsig.
