Bantamsklip, the only remaining rival, has been waved into the stands with a polite “heritage-only” tag - code for “archive the maps, cancel the drill crews.”
The report’s release triggers a new countdown. Scoping is only Step 1 under NEMA, yet it fixes geography; once Minister Barbara Creecy endorses the terms, Step 2 - up to 28 specialist studies and another 18–24 months of public wrangling - becomes almost impossible to reroute. In other words, the PDF that slipped out on a random Tuesday redraws where South Africa may pour its next third-of-a-trillion rand.
2. Why 5 200 MW is a country-sized lever
South Africa can, on paper, call on 52 GW of plant; in midwinter reality, barely 26 GW sometimes show up. Dropping a 5 200 MW block onto the grid is therefore the energy equivalent of adding an extra Gauteng. Run at 90 % capacity, the station would deliver 41 TWh each year - roughly what Eskom currently generates by burning R30 billion worth of diesel in open-cycle turbines. 3. The site nobody fought for - until now
Latitude -34.19°, longitude 24.77°: Thyspunt is a 2 600 ha mosaic of wandering dunes, seep wetlands and fossil-rich aeolianite locked between the villages of Oyster Bay and St Francis. Eskom already holds 90 % of the surface; the remaining slivers are municipal coastal reserve. A 400 kV transmission corridor - built to ferry peaking power from Dedisa and Avon - passes 14 km inland and still has 3 500 A of head-room per phase, enough to export two reactor blocks without fresh servitudes. In grid jargon, Thyspunt is a “plug-and-play” location, a rarity in a country where every new power line triggers decade-long land-owner battles.
The landscape, however, is not empty. Dunes march south-east at 80 cm a year, burying wetlands listed as National Freshwater Ecosystem Priority Areas. The nearshore Benguela–Agulhas transition zone hosts the last viable spawning shoals of seventy-four seabream, a fish already fished to commercial extinction. And beneath the sand lie Middle Stone Age hearths dated 135 000–90 000 years before present - artefacts that underpin the Out-of-Africa-2 theory of early human dispersal. In January 2025, SAHRA turned the entire dunefield into a Provisional Grade I Cultural Landscape, instantly criminalising any soil disturbance until a heritage permit is granted. Eskom’s environmental team confesses it still has “no clarity” on how the 3 400 ha boundary was drawn; two private conservancies have briefed senior counsel to challenge the listing.
4. Bantamsklip: the postcard that could not pay its bills
Shift the lens 250 km west and the limestone ridge at Bantamsklip looks like an Instagram dream: black oystercatchers on sandstone boulders, Heaviside’s dolphins surfing azure breakers, southern-right whales nursing calves in kelp-fringed coves. It also looks like an engineer’s cost nightmare. The closest 400 kV line sits 65 km inland across folding mountain roads; the nearest usable port is 85 km away at Hermanus, meaning 8 m-long steam-generator casings would have to be barged in and then trucked over Sir Lowry’s Pass. Sustainable groundwater yield is 1.2 megalitres a day, but a twin-unit station needs 40 megalitres for once-through cooling. And the coastline is branded by tourism boards as “Where the Mountains Meet the Sea” - a slogan that translates, in EIA-speak, into “irreversible regional-scale scenic value loss.”
The Scoping Report is blunt: Thyspunt’s vistas are already “compromised” by 240 wind turbines erected since 2018, whereas Bantamsklip’s seascape remains “intact.” In cost-benefit terms, the choice was numerical, not emotional. Estate agents in the Hemel-en-Aarde valley report house prices easing 6 % since the downgrade; in St Francis Bay, rentals have doubled in two years, mirroring the 2010 World Cup spike as French and Korean engineers begin short-term leases.
5. Billions, jobs and the comment wars ahead
Eskom’s latest corporate plan sets aside R2.8 billion for “nuclear preparation,” but the utility’s going-concern warning states the real money - R350–420 billion - must come from a sovereign guarantee or equity partner. Paris-based EDF dangles two EPR-1750 units with 25 % local content; Rosatom markets a VVER-1300 cluster bundled with desalination; South Korea’s KEPCO pushes the APR-1400, arguing compatibility with Koeberg’s French software. All three imply debt equal to 2.5 % of GDP, a slice Treasury refuses to house inside the existing R469 billion Eskom bailout for fear of Moody’s downgrade.
Construction could, at peak, absorb 15 000 on-site workers and 45 000 indirect, but Kouga’s unemployment already tops 42 %. Modellers from Nelson Mandela University predict an inflow of 28 000 job-seekers, swelling informal settlements from nine to seventeen between Oyster Bay and Humansdorp. Public hearings - set for 20–24 April across four halls - have doubled security and drafted clergy as “peace marshals,” memories still fresh of the 2014 shale-gas meeting that closed the N2 with 800 protesting anglers.
Beyond the comment box, the route to first kilowatt is a gantlet: Ministerial sign-off by July 2025, specialist studies through 2026, a Draft EIA in early 2027 and a Record of Decision by late 2027 - provided SAHRA’s heritage boundary is settled, Treasury’s debt ceiling holds and no climate-litigation grenade lands in the Constitutional Court. If all stars align, the first reactor could send electrons to the Poseidon–Gourikwa–Beta 765 kV loop by 2040, turning Thyspunt from a windswept dunefield into the economic pivot of the Southern Cape.
