The Presidential Employment Programme Empowers Cape Town’s Homeless

The Presidential Employment Programme (PEP): CBD Regeneration Project, supported by the National Treasury, has made significant progress in addressing the issue of homelessness in Cape Town. This partnership between the City’s Enterprise and Investment Department and Khulisa Social Solutions is a crucial component of the City’s Inclusive Economic Growth Strategy (IEGS), aiming to combat economic challenges, inequality, and job creation barriers.

The Project’s Impact

The project offers comprehensive short-term employment creation programs to the homeless population in Cape Town. The program has generated 667 temporary jobs in the 2021/22 financial year, with 88 individuals finding employment after completing the program. The following fiscal year saw the creation of 638 temporary jobs, resulting in 25 individuals securing employment upon the program’s conclusion.

Diverse Work Opportunities

PEP: CBD Regeneration Project provides a diverse range of work opportunities, including street cleaning, litter collection, sweeping, tree watering, flower bed planting, gardening, park cleaning, retail support, laundry services, car guarding, parking attendance, window washing, and business-related bin services. Additionally, the project includes safety monitoring roles for street patrols.

The project operates extensively across various areas, such as the CBD, Foreshore, Green Point, Sea Point, Camps Bay, Vredehoek, Observatory, Woodstock, Parow, Bellville, Durbanville, Kuils River, Muizenberg, Kenilworth, Philippi, and Strand.

The program’s primary focus is to address and alleviate homelessness in the city by offering temporary employment, developmental programs, and rehabilitation opportunities.
