The council comprises representatives from government, regulators, the MAC sector, women, youth, and organized labor, who are tasked with measuring the transformation progress made by the MAC industry.

The MAC Charter Council is also responsible for providing guidance to the MAC sector on matters related to empowerment and B-BBEE to achieve transformation, including the implementation of preferential procurement specifically empowering 30% black women-owned businesses in the MAC sector.
