For example, in Woodstock, Cape Town, a dog was found chained and padlocked so tightly to a fence that he could barely move. Fortunately, Constable Rubashnee Naicker of the Cape Town Metropolitan Police Department, her colleagues, and the Cape of Good Hope SPCA were on hand to rescue the animal and bring the perpetrator to justice.

A Disturbing Scene

When Constable Naicker arrived on the scene, she found the dog in a terrible state. He was frothing at the mouth, gasping for air, and desperately clawing up the fence. The dog was in obvious distress and in danger of suffocating. Naicker quickly flagged down her colleagues for assistance, and together they saved the dog from a cruel and painful death.

Swift Action and Justice

Thanks to the quick thinking and actions of Constable Naicker and her team, the dog was rescued, and the perpetrator was arrested and charged with animal cruelty under the Animals Protection Act (71 of 1962). It was later revealed that the suspect had other animals in his home, and the officers were able to rescue two more dogs from a tiny, feces-filled enclosure.
